As Miguel O'Hara's background is essentially impossible to compare to, this comparison is more personality-centric.
The second and most recent installment of the Spider-Verse series, Spider-Man: Across the Spider-Verse, is when we meet Spider-Man 2099 (aka Miguel O'Hara). There we learn about his tumultuous past as well as his stingy ways as a manager of an entire organization (the Spider Society).
General Manager Chris Ballard has been painted out to be someone in his field who rarely bolts from the blue. Whether or not the intentions are good, he sometimes comes off as a GM who wants success by doing things his way(s). O'Hara and Ballard are both seemingly coming from good places, though their stern and no nonsense exteriors (when it comes to business) make it difficult to assess.
