4. Kyle Dugger, S

The Colts not only need help at cornerback this offseason, but at safety. The entire secondary could use a boost, and New England Patriots free agent safety Kyle Dugger is one of the better options this spring. The Patriots, though, have a league-high $101 million in cap space at the moment. So, if they want to bring him back, they'll be able to do so, no problem.

Last season, Dugger finished out his rookie contract starting in all 17 games for the Patriots and having his best all-around season to date. On a team that finished as the league's third-worst, record-wise, Dugger was a bright spot.

The former second-round pick totaled a career-high 109 tackles, including additional career highs in tackles for loss (6) and quarterback hits (5). He was all over the field, even accounting for 1.5 sacks to go with seven passes defensed, two interceptions and a forced fumble. In coverage, Dugger allowed just one touchdown all season.

The veteran is set to turn 28 years old in a couple of weeks, so this is his best (and also first) chance to cash in as a free agent. The heavy-hitting safety will command a market value of over $16 million annually, per Spotrac.
