According to Newsday Sports Kimberley A. Martin, both Seattle Seahawks senior personnel executive Ed Dodds and the New York Jets senior director of college scouting Rex Hogan are expected to join the Indianapolis Colts scouting department respectively:
Dodds is a name that has been highly speculated to join the Colts in recent weeks–especially since vice president of football operations Jimmy Raye’s departure a week ago.
Entering his 11th season with the Seahawks, Dodds was promoted to senior executive personnel director in 2015, as he previously served as a national scout. He’s highly regarded in the industry, and it’s been reported that he’s close with new Colts general manager Chris Ballard.
Hogan has been the Jets senior director of college scouting since January 2015–having previously served as the Chicago Bears national scout (2012-15) and a college scout (2003-15).

Of course, Ballard is very familiar with Hogan from his days working in the ‘Windy City’, as he was the Chicago Bears Director of Pro Scouting in 2012 and even earlier, was their Southwest Area Scout (2001-2011).
Earlier on Monday, it was reported that the Colts had hired Brian Decker as their new player personnel strategist, as Ballard is clearly re-making Indianapolis’ scouting department with personnel that he believes will bring the most success going forward for the horseshoe.
